Insert an M4x25 screw through a silver, donut-shaped Flange Bearing with the flange part of the bearing on the cap side of the screw.

Then, as if you’re making a tasty shish-kabob, stack next in order a Steering Connector, three circular Bearing Shields, three Hex Front Wheel Fixing Plates, and a front wheel (not a rear wheel) into an M4 self-locking nut. Double-check your kabob to make sure it looks exactly like the above image.

Note: On some kits, you’ll only have two of both the Hex Front Wheel Fixing Plates and Bearing Shields. This is because some kits have thicker acrylic so you need less of these to make the shish-kabob.
Don’t over-tighten the kabob onto the self-locking nut. You want it to have a bit of wiggle room so that the wheel spins.
You’ll want to assemble the second front wheel in the same manner but flip the Steering Plate so that your two wheels look like the image below.
